Leaders move toward setting vehicle emissions limits

Local planners met with civic leaders Friday to map out their strategy for reducing car and truck emissions in order to meet the goals of Senate Bill 375, a legislative bombshell that requires all urban regions in the state to cut emissions back to 1990 levels by 2020.

Planners told elected representatives from San Diego County, and from each of its 17 cities, that they plan to create "target" levels of carbon dioxide and other greenhouse gas emissions that would represent about a 10 percent cut over the next decade.

San Diego County is the first urban county in the state to have to deal with the new global warming mandate because it is the first to have to update its "regional transportation plan" a document that governs how roads are funded in the region.

Road Transportation Is the Greatest Culprit in Global Warming
Goddard Institute for Space Studies, February 18, 2010

A new study from NASA's Goddard Institute for Space Studies has identified on-road transportation as the most significant overall source contributing to global warming. Power generation, while having the greatest total impact, also includes a large number of compounds that increase cloud reflectivity and provide other effects to offset some of the warming they are responsible for. The study looks at the range of gases and aerosols that are released by each of 13 sectors of the economy, and finds that on-road transportation has the greatest overall effect on global warming. The paper was published online on Feb. 3 by the Proceedings of the National Academy of Sciences.

Federal Climate Service Created

The National Oceanic and Atmospheric Administration (NOAA) is creating a new climate change office, to be known as the NOAA Climate Service, to gather and provide data to governments, industry and academia as part of a broad federal effort to prepare for long-term changes to the planet. The agency has also created a Web site, www.climate.gov, to make it easier for people to find government climate change data and analysis. Jane Lubchenco, administrator of NOAA, said that as the realities of climate change become more obvious to more people, farmers, businesses, government agencies and public health officials are going to be turning to us for credible, useful and relevant information.
